ISNA/FCNA Ramadan and Eid ul-Fitr Announcement
ISNA Special Announcement
First day of Ramadan will be Saturday, August 22, 2009 and Eid ul-Fitr on Sunday, September 20, 2009, inshaAllah.
“O you who believe, fasting is prescribed to you as it was prescribed to those before you, that you may (learn) self-restraint.â€
Qur’an 2: 183
The Fiqh Council of North America (FCNA) recognizes astronomical calculation as an acceptable Shar’ia method for determining the beginning of lunar months including the months of Ramadan and Shawwal. FCNA uses Makkah al-Mukarram as a conventional point and takes the position that the conjunction must take place before sunset in Makkah and the moon must set after sunset in Makkah.
On the basis of this method the dates of Ramadan and Eid ul-Fitr for the year 1430 AH are established as follows:
1st of Ramadan will be on Saturday, August 22, 2009.
1st of Shawwal will be on Sunday, September 20, 2009.
Ramadan 1430 AH: The astronomical New Moon is on Thursday, August 20, 2009 at 10:01 Universal Time (1:01 pm Makkah time). Sunset at Makkah on August 20 is at 6:47 pm local time, while moonset at Makkah is at 6:46 pm local time (1 minute before sunset). Therefore the following day Friday, Au gust 21, 2009 is not the 1st day of Ramadan. First day of Ramadan is Saturday, August 22, insha’Allah. First Tarawih prayer will be on Friday night.
Eid ul-Fitr 1430 AH: The astronomical New Moon is on Friday, September 18, 2009, at 18:44 Universal Time (9:44 pm Makkah time). On Saturday, September 19, 2009, sunset at Makkah is 6:20 pm local time, while moonset is at 6:36 pm local time. Therefore, first day of Shawwal, i.e., Eid ul-Fitr is Sunday, September 20, insha’Allah.

Two Murdered Women
By Walid El Hourican
* Neda and Marwa: One becomes an icon, the other is unmentioned
A girl holds a picture of murdered Marwa El-Sherbiny during a memorial in front of the Brandenburg Gate in Berlin July 17, 2009. REUTERS/Fabrizio Bensch |
On June 20th 2009, Neda Agha Soltan was shot dead during the post-election protests in Iran. The protests occupied the largest news segments around the world, with analysts and commentators predicting the fall of the Iranian regime and the dawn of freedom breaking in “the axis of evil.â€
Neda’s death became an icon of the Iranian opposition and a symbol for millions of people of the injustice of the Iranian regime and the defiance of the protesters. Neda’s death was put in context. It was taken from the personal realm of the death of an individual to the public realm of the just cause of a whole society.
On July 1st Marwa El Sherbini, an Egyptian researcher living in Germany, was stabbed to death 18 times inside a courtroom in the city of Dresden, in front of her 3-year-old son. She had won a verdict against a German man of Russian descent who had verbally assaulted her because of her veil. Her husband, who rushed in to save her when she was attacked in the courtroom, was shot by the police. Marwa’s death was not reported by any Western news media until protests in Egypt erupted after her burial. The reporting that followed focused on the protests; the murder was presented as the act of a “lone wolf,†thus depriving it of its context and its social meaning.
The fact that media are biased and choose what to report according to their own agenda is not the issue in this case. What the comparison of the two murders shows, is that European and Western societies have failed to grasp the significance and the importance of the second murder in its social, political, and historical context.
The “lone wolf†who stabbed Marwa 18 times inside the courtroom is the product of the society he lives in. If anything, the murder of Marwa should raise the discussion about the latent (perhaps not so latent anymore) racism against Muslims that has been growing in European societies in the last few decades, and noticeably so since the mid-90s.
It would be difficult to avoid relating the crime to the discussions about the banning of the Niqab, or the previous discussions about the wearing of the veil. These issues and others pertaining to the Muslim immigration in Europe have been occupying large parts of the public debates in several European countries. It would also be difficult not to notice the rapid rise of right wing populist parties to power in several European countries in the last decade, all of which have built their discourse on the fear of Islam and the “immigration problem.â€
The absence of reporting, or adequate reporting of the murder, and the alarm bells that did not ring after this murder, reflect the denial in which European societies and public discourse are immersed.
While Europe preaches freedom of expression and the need to accept otherness, and while Europe preaches about the dangers of racism and sectarianism in third world countries, and while Europe warns about hate speech and anti-Semitism, we see race-driven crime, prejudice, and hate speech gaining both legitimacy and power in France, Italy, the Netherlands, Germany, Austria, Denmark and other democracies in the old continent. Race-driven crimes are constantly presented as exceptions within a tolerant society. However, the recurrence of exceptions puts in question their exceptional nature.
The absence of Marwa’s story from the mainstream media and the failure to start a debate about the immediate dangers of present European anti-Muslim racism shows the depth of the problem and draws us to expect a gl oomy future for Muslims in Europe. Muslims like Neda only get to the news if their story serves the dominant narrative that presents Islam as the primary threat to freedom, while Muslims like Marwa who expose the pervasive racism of the West and challenge the existing stereotypes fail to get their story told.
What is significant to note is that in Neda’s case the media accused the Iranian regime as the authority responsible for the context in which the crime was committed rather than looking for the person who actually shot her. The accused is the establishment or the institution rather than the individual shooter. However, in the case of Marwa’s murder the media were persistent in stressing on the individuality of the murderer, calling him a “lone wolfâ€, implying that he is a social outcast who holds no ties to the society he lives in. The murderer was given a name “Alex W.†and the institution, the society, and the establishment he lives in were taken away from the picture.
While Neda’s death enjoyed wide arrays of interpretations and readings in context, Marwa’s death was deprived of its context and was presented as a personal tragedy, featuring a madman and his victim. Meanwhile Europe keeps shifting to the right at an accelerating pace, and cultural stereotypes, failure to integrate (read: social and political alienation), miscommunication, and a growing financial crisis only nourish this trajectory and support the populist and chauvinistic discourse of various newborn and resurrected right wing parties.
In the 1930s, following the big economical crisis of the 1920s, a young populist right wing party suddenly rose to power in Germany and few predicted what was to follow. There is no realistic proof to say that Europe is a more tolerant society than any other, or to say that people necessarily learn from their history, or even that some societies are exempt from racist behavior. All the evidence points to the end of the European myth of post-war tolerance; and the media have yet to connect the dots before history repeats itself.

Padilla vs. Yoo: An Update
By Jacob G. Hornberger
Editor’s note: John Yoo is the Bush administration attorney who provided the fundamental intellectual basis for the torture programs of the Bush administration. Because of his memos the Geneva Conventions, to which the United States is a signatory, were not applied to prisoners captured after 9/11. Because of Yoo’s work, nor were those prisoners able to avail themselves of the benefits of American law. Because of the Orwellian legal procedures the Yoo doctrine attempted to justify, Guantanamo legal proceedings became absolute disgraces to the American system of law–in fact, even communist courts would have been disgraced by the nonsense that passed for legal proceedings under Bush, Cheney, and Yoo–defendants were prevented from hearing the very grounds for their own imprisonment, because such grounds were “classified.â€
Because of Yoo’s memos, those prisoners were subjected deliberately to whatever cruel and unusual punishments Mr. Yoo and his cohorts were able to conjure up–Mr. Yoo argued that all of this was acceptable.
The continued prominence of Mr. Yoo is convincing evidence that in fact there is no rule of law in the United States, that the constitution is now trampled upon, controlled by the highest bidders and the cheapest arguments of dictators and totalitarian scum, it was the unwilling witness of the heroically despotic abuses committed underneath it by Yoo and his ilk. We hope that it faces a more dignified future under the watchful eyes of people who are more than mere parrots to repeat the protections it offers while simultaneously eviscerating its meaning, unconscious of the blood on their hands and the screams of those they oppress while mouthing the multisyllabic shibboleths of Constitutional freedoms.
There are two interesting developments in Jose Padilla’s lawsuit against former Justice Department lawyer John Yoo, who was one of the authors of the infamous torture memos.
First, the Justice Department is no longer defending Yoo in the case. He will now be represented by a private attorney, paid for by the Justice Department.
Second, Yoo is appealing the ruling of the federal district court denying his motion to dismiss Padilla’s case.
A motion to dismiss requests the court to summarily dismiss the plaintiff’s case without hearing any evidence. The motion essentially says: “Even if you accept as true everything the plaintiff is saying in his petition, he is not entitled to win as a matter of law.â€
Generally, courts are loath to summarily dismiss cases brought by litigants. The general rule is that everyone is entitled to the opportunity to prove his case.
Thus, in ruling on a motion to dismiss, the court will accept as true everything that is stated in the plaintiff’s petition. If such facts, if later proved, can support a legal case against the defendant, the court will deny the motion to dismiss.
Can a defendant appeal a motion to dismiss? The general rule is no because the courts frown on interlocutory appeals, that is, appeals that are taken before a case has been finally resolved. Since a denial of a motion to dismiss is not a final resolution of the case (because the case is allowed to continue forward), the general rule is that an appeal cannot be taken from it.
So, why would Yoo be taking an appeal at this stage? My hunch is that he, along with a lot of other people in the Bush administration, are panicked over the judge’s ruling and are now looking for every way possible to delay the continuation of the suit.
Why? Because Padilla’s lawsuit provides the means by which Yoo and other Bush administration people can be forced to testify under oath in a federal court proceeding as to exactly what went on in the so-called war on terror.
Except for Padilla’s case, giving sworn testimony is something the Bush people could easily succeed in avoiding, given congressional apathy toward an official investigation and executive branch opposition to criminal prosecutions.
Why is Padilla’s lawsuit important? Because the ultimate ruling in the case will apply not just to him but also to all Americans. The suit alleges that the U.S. government took Padilla into custody and held him for several years without charge, until finally indicting him and convicting him in federal district court of the federal crime of terrorism. For years prior to the indictment, Padilla was held in the custody of the U.S. military, where he was denied right to counsel, the right to due process of law, the right to bail, the right to a speedy trial, the right to a jury trial, and other procedural protections guaranteed by the Bill of Rights. He was also subjected to torture, sensory deprivation, isolation, sleep deprivation, and many other cruel and unusual pre-trial measures.
The government takes the position that it had the legitimate authority to do these things to Padilla and that it, in fact, has the legitimate authority to do them to every other American, as part of its “war on terrorism.†Yoo is saying that as a government lawyer who was just delivering legal opinions, he is immune from Padilla’s suit.
The district judge disagreed. He held that the U.S. government lacks constitutional authority to subject the American people to such treatment and that any lawyer who knowingly participates in a scheme to subject Americans to such mistreatment is not immune from suit.
Given the predilection of the courts against interlocutory appeals, in my opinion the Court of Appeals will quickly rule against Yoo’s appeal, enabling Padilla to continue with his case and begin taking sworn depositions. That will be when things start to get interesting.

Threatening Iran
By Paul Craig Roberts, Countercurrents.org
When Japan attacked Pearl Harbor, Japan did not spend years preparing her public case and demonstrating her deployment of forces for the attack. Japan did not make a world issue out of her view that the US was denying Japan her role in the Pacific by hindering Japan’s access to raw materials and energy.
Similarly, when Hitler attacked Russia, he did not preface his invasion with endless threats and a public case that blamed the war on England.
These events happened before the PSYOPS (Psychological Operations) era. Today, America and Israel’s wars of aggression are preceded by years of propaganda and international meetings, so that by the time the attack comes it is an expected event, not a monstrous surprise attack with its connotation of naked aggression.
The US, which has been threatening Iran with attack for years, has passed the job to Israel. During the third week of July, the American vice president and secretary of state gave Israel the go-ahead. Israel has made great public disclosure of its warships passing through the Suez Canal on their way to Iran. “Muslim†Egypt is complicit, offering no objection to Israel’s naval forces on their way to a war crime under the Nuremberg standard that the US imposed on the world.
By the time the attack occurs, it will be old hat, an expected event, and, moreover, an event justified by years of propaganda asserting Iran’s perfidy.
Israel intends to dominate the Middle East. Israel’s goal is to incorporate all of Palestine and southern Lebanon into “Greater Israel.†The US intends to dominate the entire world, deciding who rules which countries and controlling resource flows.
The US and Israel are likely to succeed, because they have effective PSYOPS. For the most part, the world media follows the US media, which follows the US and Israeli governments’ lines. Indeed, the American media is part of the PSYOPS of both countries.
According to Thierry Meyssan in the Swiss newspaper Zeit-Fragen, the CIA used SMS or text messaging and Twitter to spread disinformation about the Iranian election, including the false report that the Guardian Council had informed Mousavi that he had won the election. When the real results were announced, Ahmadinejad’s reelection appeared to be fraudulent.
Iran’s fate awaits it. A reasonable hypothesis to be entertained and examined is whether Iran’s Rafsanjani and Mousavi are in league with Washington to gain power in Iran. Both have lost out in the competition for government power in Iran. Yet, both are egotistical and ambitious. The Iranian Revolution of 1979 probably means nothing to them except an opportunity for personal power. The way the West has always controlled the Middle East is by purchasing the politicians who are out of power and backing them in overthrowing the independent government. We see this today in Sudan as well.
In the case of Iran, there is an additional factor that might align Rafsanjani with Washington. President Ahmadienijad attacked former President Rafsanjani, one of Iran’s most wealthy persons, as corrupt. If Rafsanjani feels threatened by this attack, he has little choice but to try to overthrow the existing government. This makes him the perfect person for Washington.
Perhaps there is a better explanation why Rafsanjani and Mousavi, two highly placed members of the Iranian elite, chose to persist in allegations of election fraud that have played into Washington’s hands by calling into question the legitimacy of the Iranian government. It cannot be that the office of president is worth such costs as the Iranian presidency is not endowed with decisive powers.
Without Rafsanjani and Mousavi, the US media could not have orchestrated the Iranian elections as “stolen,†a n orchestration that the US government used to further isolate and discredit the Iranian government, making it easier for Iran to be attacked. Normally, well placed members of an elite do not help foreign enemies set their country up for attack.
An Israeli attack on Iran is likely to produce retaliation, which Washington will use to enter the conflict. Have the personal ambitions of Rafsanjani and Mousavi, and the naive youthful upper class Iranian protesters, set Iran up for destruction?
Consult a map and you will see that Iran is surrounded by a dozen countries that host US military bases. Why does anyone in Iran doubt that Iran is on her way to becoming another Iraq, Afghanistan, and Pakistan, in the end to be ruled by oil companies and an American puppet?
The Russians and Chinese are off balance because of successful American interventions in their spheres of influence, uncertain of the threat and the response. Russia could have prevented the coming attack on Iran, but, pressured by Washington, Russia has not delivered the missile systems that Iran purchased. China suffers from her own hubris as a rising economic power, and is about to lose her energy investments in Iran to US/Israeli aggression. China is funding America’s wars of aggression with loans, and Russia is even helping the US to set up a puppet state in Afghanistan, thus opening up former Soviet central Asia t o US hegemony.
The world is so impotent that even the bankrupt US can launch a new war of aggression and have it accepted as a glorious act of liberation in behalf of women’s rights, peace, and democracy.

US-AFGHANISTAN: Group Seeks Probe of Mass Graves
By William Fisher
NEW YORK, Jul 17 (IPS) – A prominent human rights group is calling on the U.S. Department of Justice to investigate why the administration of former President George W. Bush blocked three different probes into war crimes in Afghanistan where as many as 2,000 surrendered Taliban fighters were reportedly suffocated in container trucks and then buried in a mass grave by Afghan forces operating jointly with U.S. forces.
The Boston-based Physicians for Human Rights (PHR), which discovered the mass gravesite in 2002, has issued the call for the criminal probe. The organisation says U.S. government documents it has obtained show that the bodies were reportedly buried in mass graves in the Dasht-e-Leili desert near Sheberghan, Afghanistan.
It charges that Afghan warlord General Abdul Rashid Dostum, who it says was on the payroll of the U.S. Central Intelligence Agency (CIA), was responsible for the 2001 massacre at a prison run by the general’s forces near the town of Shibarghan.
“Physicians for Human Rights went to investigate inhumane conditions at a prison in northern Afghanistan, but what we found was much worse,†stated Susannah Sirkin, PHR’s deputy director.
“Our researchers documented an apparent mass grave site with reportedly thousands of bodies of captured prisoners who were suffocated to death in trucks. That was 2002; seven years later, we still seek answers about what exactly happened and who was involved,†she said.
PHR says senior Bush administration officials impeded investigations by the Federal Bureau of Investigation (FBI), and the State and Defence departments, and apparently never conducted a full inquiry. The New York Times made the disclosure earlier this month in a story by Pulitzer Prize-winning reporter James Risen.
Subsequently, President Barack Obama told CNN’s Anderson Cooper that he has directed his national security team to look into the alleged massacre. Obama said the government needs to find out whether actions by the U.S. contributed to possible war crimes.
“The Bush administration’s disregard for the rule of law and the Geneva Conventions led to torture of prisoners in Guantánamo and many other secret places,†noted Nathaniel Raymond, PHR’s lead researcher on Dasht-e-Leili.
“Contrary to the legal opinions of the previous Department of Justice, the principles of the Geneva Conventions are non-negotiable, as is their enforcement. President Obama must open a full and transparent criminal probe and prosecute any U.S. officials found to have broken the law,†he said.
“The State Department’s statement to the New York Times that suspected war crimes should be thoroughly investigated indicates a move towards full accountability,†added Raymond. “We stand ready to aid the U.S. government in investigating this massacre. It is time for the cover-up to end.â€
PHR reiterated its call to the government of Afghanistan, which has jurisdiction over the alleged mass grave site, to secure the area with the assistance of ISAF (International Security Assistance Force-Afghanistan), protect witnesses to the initial incident and the ensuing tampering, and ensure a full investigation of remaining evidence at the site, including the tracing of the substantial amount of soil that appears to have been removed in 2006.
“Gravesites have been tampered with, evidence has been destroyed, and witnesses have been tortured and killed,†PHR said. “The Dasht-e-Leili mass gravesite must finally be secured, all surviving witnesses must be protected, and the government of Afghanistan, in coordination with the U.N. and NATO (North Atlantic Treaty Organisation), must at last allow a full investigation to go forward.â€
PHR charged that U.S. officials have been reluctant to pursue an investigation – sought by officials from the FBI, the State Department, the Red Cross and human rights groups – because the warlord, Gen. Abdul Rashid Dostum, was on the payroll of the CIA and his militia worked closely with U.S. Special Forces in 2001.
The group said the United States also worried about undermining the U.S.-supported government of President Hamid Karzai, in which General Dostum had served as a defence official.
“At the White House, nobody said no to an investigation, but nobody ever said yes, either,†said Pierre Prosper, the former U.S. ambassador for war crimes issues. “The first reaction of everybody there was, ‘Oh, this is a sensitive issue; this is a touchy issue politically’.â€
PHR’s Raymond, who is head of the organisation’s Campaign Against Torture, told IPS that President Obama’s statement was welcome.
But, he added, “The president’s rhetoric must be matched by urgent action. He needs to pressure President Karzai to secure the mass graves site, protect witnesses and make sure that U.S.-led military forces and the United Nations in Afghanistan protect all evidence of the crimes.â€
The New York Times reported that the U.S. has put pressure on Afghan officials not to reappoint General Dostum reappointment as military chief of staff to the Afghan president.
General Dostum has previously claimed that any deaths of the Taliban prisoners were unintentional. He has said that only 200 prisoners died and blamed combat wounds and disease for most of the fatalities.
The first calls for an investigation came from PHR and the International Committee of the Red Cross. A military commander in the United States-led coalition rejected a request by a Red Cross official for an inquiry in late 2001, according to the official, who, in keeping with his organisation’s policy, would speak only on condition of anonymity and declined to identify the commander.
Subsequently, PHR asked the Defence Department to investigate the alleged massacre, but no action was taken. PHR says the prisoner deaths came up in a conversation with Paul D. Wolfowitz, the deputy secretary of defence at the time, in early 2003.
“Somebody mentioned Dostum and the story about the containers and the possibility that this was a war crime. And Wolfowitz said we are not going to be going after him for that,†according to the group.

Where’s the Beef?
By Sumayyah Meehan, MMNS Middle East Correspondent
They’re smothered in cheese, pickles, lettuce tomato, and mayonnaise, and are served on a sesame seed bun. But they’re not anything like the traditional all-American hamburger you might be used to. ‘Hashi’, or baby camel burgers, are the latest food trend to take Saudi Arabia by storm.
The camel is one of the most beneficial animals to residents in the Middle East. The camel has long been ‘man’s best friend’ for time eternal, and was instrumental in helping Islam flourish in the region during the life of the Prophet Muhammad (s), prior and since. Camels are prevalent in the history of Arabia as they have served as a mode of transportation, battle buddies in countless wars, companions, and a source of food whether through the fresh and foaming milk camels provide or as a source of highly nutritious meat. Even the camel hair is cultivated and used in the textile industry as it is woven into fine cashmere, which is made into disdashas, blazers or even blankets.
Camel meat has long been a staple in the Saudi Arabian diet. Camel liver is considered to be a fine specialty food and served in the finest hotels and restaurants from Riyadh to Jeddah. The meat is very light and has a delicate flavor. And it is not as fattening as beef, nor as cholesterol-ridden. However, the older the camel the tougher the meat. That’s why baby camels are used for the camel burgers, as the meat is tender.
The camel burgers are the brainchild of three brothers who together own the ‘Local Hashi Meals’ restaurant in the capital city of Riyadh. In a recent interview, one of the owners said that the new menu item was meant to “invent something new†which would tantalize the taste buds of camel meat connoisseurs. So far, the camel burgers have literally been flying off of the grill as customers are eating up the new sandwiches in record numbers.
The camel burgers have helped to revive the family’s business, which had slowed down in recent months due to the global financial crisis. Thanks to the camel burgers, business is now booming. The creators of the camel burger already have plans to expand their business by opening up another branch which could mark the creation of a whole new franchise, in the fledgling ‘camburger’ industry, that could most definitely be a market leader in the Gulf States.
Camel burgers may seem like a unique food that may or may not be a welcome guest on your dining table. However, there are even more unique and weird foods that are considered to be delicacies in the Middle East. How about a slice of sheep’s brain grilled to perfection and tucked into half of a freshly baked pita bread, along with a slice of onion and a squeeze of lemon juice?
Or sheep testicle kebabs grilled on skewers over an open flame until they ‘pop’? No matter which foods grace your palate, trying new foods that may seem strange at first is an excellent way to increase your culinary repertoire and experience a new gastronomic adventure.

Uyghurs & Chinese Can Live Together in Peace in East Turkestan
By Harun Yahya

The efforts being made today to stir up ethnic conflict in East Turkestan are extremely dangerous. Our Muslim brothers in East Turkestan have been subjected to various difficulties for the last 60 years or so, but have never turned to violence and conflict. The Uyghur Turks are a noble people, known for their good manners, honesty, fortitude, reconciliatory natures, obedience to the state, loyalty and devotion. These fine people possess excellent virtues, such as forgiveness, loving peace, lovableness, respect for different ideas and beliefs and judging people according to their moral values rather than their race. There has therefore never been any conflict based on ethnicity with the other peoples living in the region, especially the Han Chinese, and neither will there be any in the future. The Uyghur Turks want a climate in which everyone can live together in peace and security, respecting the right to life of everyone in East Turkestan, no matter what their religion or ethnic origin. Some of the main ways in which this can be brought about are as follows:
1. It is obvious that the Uyghur Turks favor peace and security. But peace in the region can only be ensured if the security of our Uyghur brothers is guaranteed. The international community has important responsibilities in that respect. The support of international societies and organizations is essential if it is to be possible for our Uyghur Turk and Chinese brothers are to be able to live in peace. Democratic pressure from these organizations, especially the UN, on the Chinese government, will ensure that the administration follows a line that is more peaceable toward the problems and legitimate demands of our Uyghur brothers and respects their human rights. When the necessary encouragement and direction is provided, when the international community acts as a guarantor, it will be easier to establish peace in the region.
2. It is natural for China to be keen to protect its national and economic interests. But this cannot be established through oppression and aggression. The path that will make China prosperous and strengthen its economic and social regeneration lies in a conception that respects human rights, is democratic and loving, and that defends freedom of ideas and belief. The only solution that can calm Chinese fears, such as lack of access to energy resources, economic losses, loss of territory or fragmentation is the foundation of the Turkish-Islamic Union. The Turkish-Islamic Union will establish an environment in which borders are lifted, there is freedom of trade and investment and in which all communities have equal access to energy resources. In this way, China will be able to spread its investments over a wide area from Tanzania to Indonesia and sell its good across a wide territory, and Muslims will be able to invest in China on a large scale. China will regenerate rapidly with the establishment of the Turkish-Islamic Union, will be spared from having to use its citizens as a cheap labor force and will enjoy abundance and plenty all over.
3. Islam is a religion of peace. All forms of violence are sinful in Islam. In the Qur’an, Allah commands Muslims to be forgiving. A Muslim who abides by the Qur’an and follows our Prophet (s) has a duty to be peace-loving, affectionate, loving, compassionate, patient and moderate. The moral values of the Qur’an oblige Muslims to control their anger, to respond to evil with good, to always speak and behave in a pleasant manner, to forgive under even the most difficult circumstances and to behave justly, even if that conflicts with their own interests. The spread of and learning about Islamic moral values is a great benefit for China. If the Chinese government is concerned about the Han Chinese taking in action in terror attacks and wishes to avoid anarchy and violence, then it must encourage the teaching and dissemination of Islamic moral values. In a China inhabited by people who live by the moral values of the Qur’an there will be no need for military occupation and security measures. The unrest and unease will come to a complete stop. The result will be a society made up of individuals who trust and respect one another, treat one another with understanding, are respectful of and loyal to the state and who all live in peace, that spends its money on the wealth of its own citizens instead of military investment, without investing millions of dollars in armaments and employing thousands of security personnel. And the order and equilibrium sought by China will be established naturally.
4. Our Uyghur brothers’ demands for humane conditions, to live freely according to their religion, to be able to worship as they wish, to protect their own culture and maintain their own existence are all justified and human ones. The most effective way of bringing these about is for the Uyghur people to make a cultural leap forward, to improve themselves with an anti-materialist and anti-Darwinist education, to increase their economic strength, and strengthen themselves both materially and spiritually. The Turkic Uyghur people must not forget that they are the most important representatives of Muslims and Islam in China. They must act as models to the Chinese people with their good manners, nobility, modesty, balance and moderation. An Uyghur people who are culturally advanced and materially stronger will clearly have wide opportunities to defend their own rights and also to describe and spread the moral values of Islam. By Allah’s leave, the future of an Uyghur society that loves Allah, protects its own national culture, is anti-Darwinist and anti-materialist, whose members love one another, which perfectly implements Qur’anic moral values and supports peace, love, tolerance and compassion, will be a very bright and excellent one.
The time we are living in is a very holy one, in which Hazrat Mahdi (as) will appear and in which the Prophet Jesus (as) will return to Earth. The time has now come when war and conflict will come to an end, when armament will come to an end, when people will love and embrace one another as brothers, when they will trust one another and when moral virtues will reign. This is the destiny of Allah. That destiny will also manifest itself in China, and this will be a time when Chinese and Uyghurs live together in friendship, when they all attain wealth, and when they build a bright civilization with joy and enthusiasm.

Convincing the Soul of the Muslim world: A New Drive for ‘Common Sense’
By Ruby Amatulla
It has taken a long bloody history to convince many parts of humanity that it is only through constructive engagements and integrated efforts– and not through wars, conflicts and exploiting others – that a win-win situation is possible in human affairs.
After hundreds of years of incessant bloodshed and violence, Europe finally came to grips with this truth. Seeing the enormous effects of the integration and cooperation of the diverse community of the 50 states across the Atlantic – Europe, after World War II and its massive death and destruction — started to pursue constructive engagement and integration in its own affairs.
Today, another vital part of humanity – containing 1.5 billion Muslims — appears not to take heed of this truth. A mosaic of different tribes, sects, ethnicities and groups of Muslims remain deeply divided, unstable and conflict-prone.
Despite controlling 76% of the world’s oil reserves, this huge community has failed to assert itself as a legitimate power-broker or a significant partner in the affairs of the world. The state of affairs of many key areas of the Muslim world remains degrading and disturbing.
The cause of the grim reality in the Muslim world is its failure to unite, integrate and engage constructively, both among its own populace and with others. And this failure is largely, if not entirely, due to the absence or lack of an ‘impartial’ and balanced rule of law.
We often talk about equality and freedom as being essential factors of democratic rule, but we fail to recognize its paramount influence in stabilizing and integrating a nation. With the existence of an ‘impartial’ rule of law that prohibits destructive ways of resolving issues in society and that does not allow any group to take undue advantage over others by virtue of race, ethnicity, gender, religion, etc., the people ultimately accept and build a culture of coexistence and constructive engagement.
This is the key to integrating a nation on the fundamental ideas of equality and liberty.
I am convinced that America, by providing the most forceful and impartial system of due process, has become the superpower in our time. By providing the most progressive program of integration to the most diverse community in the world it has tapped a treasure that is unparalleled in its importance and impact in leading a nation towards prosperity.
This is the secret of America’s enormous success.
Good governance is the solution for a dysfunctional state. An accountable, transparent and representative government stabilizes a society. Serious grievances and the possibility of turmoil are less likely, as the citizens hold the ultimate power. The legitimacy of that governance increasingly builds up trust and confidence among its people and institutions to participate and help sustain a stable and consistent pattern of rule. The broad decision making process and the balance of power in a democratically managed society work as shields against tendencies of tyranny and/or domination of one group by another. Self-rule offers important incentives for a society to become stable and progressive.
Importantly for the deeply-religious Muslim world, a democratic system does not need to be ‘secular,’ if secularism is defined as a system discouraging religion. A good governing system should not be averse to religion — as religions and religious institutions play a vital and profoundly important role in society — but it must be impartial as to a specific religion and/or a specific interpretation of a religion. ‘Impartial’ rule of law and avoiding endorsing a religion is how the conflict-prone Thirteen Colonies were saved from disintegration.
Democracy provides a secure environment for all its citizens to practice their respective faiths. If a government maintains neutrality in its rule of law and enforces the resolution of conflicts only through constructive engagements among its citizens, it builds a stable society with a mindset of coexistence, integration and collective welfare.
The Quran is unequivocal in commanding that: ‘There is no compulsion or imposition in religion.’ [2:256]. A faith or conviction must be the outcome of the exercise of free will, for which an individual is responsible only to God and to no one else in the society.
Therefore a state that enforces a religious injunction, or an interpretation [denominations or sects] thereof, violates this fundamental tenet of Islam by enforcing on those who do not believe or accept that interpretation of faith.
A democratic spirit was exemplified in the very first Muslim community under the leadership of the Prophet Muhammad (s) in Medina fourteen centuries ago. The Charter of Medina has amazing similarities with the constitution drafted more than eleven hundred years later among the Thirteen Colonies who united to form the United States of America.
The similarities among these documents are to be found in their establishment of federalism, impartiality, consultative decision-making processes and the use of constructive engagement to resolve disputes.
These structures allowed the society to maintain security and functionality, as well as to provide freedom of religion. They also allowed diverse groups of people – in the case of Medina then, the Muslims, Jews, and Pagans – to manage their own community affairs and maintain their own lifestyles within the greater legal framework of society . This paramount example of the Prophet (s) has largely gone unnoticed by the Muslim world.
More than two hundred years ago a small pamphlet called “Common Sense†made a huge impact among the people of the Thirteen Colonies and their leaders. It allowed them to come together and fight against the British, the most formidable power then, to establish self-rule. How powerful and constructive this self-rule has been to integrate the most diverse community in the world and to create a superpower!
More than two hundred years later, a Muslim citizen of the nation that ‘Common Sense’ helped to establish is wondering what degree of human welfare could flow out of a new drive for common sense in one of the most vital parts of humanity: the Muslim world with which the interest and welfare of the world is intricately and profoundly connected! Facing the enormous challenges of our time, how badly needed is that drive!

California Dodges Bullet with Budget Deal–for Now
By Peter Henderson and Jim Christie
SAN FRANCISCO (Reuters) – California’s state budget deal is a bet its economy, the world’s eighth-largest, will rebound — but that’s not likely to happen soon.
Governor Arnold Schwarzenegger and top lawmakers agreed Monday to close a $26 billion budget gap, largely with $15 billion in spending cuts, with many pushed into future years.
“They are waiting for the economy to bail them out,†said Chris Ryon, a fund manager at Thornburg Investment who sees “a lot of risk†for investors in California debt.
The budget deal would let the state start traditional borrowing again, although state officials were waiting for the legislature to pass the deal before saying when they will tap the debt market.
Meanwhile, the state is still paying its way with IOUs and must contend with the financial effects of double-digit unemployment and foreclosures dominating its housing market.
“Unemployment, unfortunately, probably hasn’t peaked yet,†said Nuveen Investments fund manager Paul Brennan, who views the budget as a bet that better times are around the corner.
California’s revenues rely heavily on personal income taxes and tend to swing strongly. Google Inc’s initial public offering helped fuel a bumper year for taxes, so if the state economy recovers, revenue could grow quickly.
But economist Steve Levy says California’s economy likely will remain weak for some time and the state government’s main problem will persist — that its citizens and government can not agree on the level of public services to provide.
“We are a state in gridlock, in disagreement,†said Levy, director of the Center for the Continuing Study of the California Economy.
Lawsuits Ready
Around the state, uncertainty greeted the budget agreement. Its details were sparse while rank-and-file lawmakers reviewed the deal for potential votes in the state Assembly and Senate by Thursday.
But opposition formed quickly to some of the plan’s proposals, such as taking roughly $4 billion from cities and counties for state needs. The Los Angeles County Board of Supervisors, for instance, voted Tuesday to sue the state to stop proposed cuts to the county’s share of the state highway tax and community redevelopment funds.
The California State Association of Counties said it would mull a lawsuit as well and San Jose Mayor Chuck Reed told Reuters that his city, the 10th-largest in the nation, also is “committed to participating in a lawsuit†to keep the state from grabbing its money.
“They are probably in violation of the (state) Constitution in taking our redevelopment funds, in violation of the law in taking our highway users tax,†Reed said.
In addition to concerns about losing money to the state, county officials fear losing state aid for health and human service programs they must provide.
“Make no mistake, under this budget scenario counties cannot uniformly ensure the delivery of critical health, public safety and other vital local services,†said Paul McIntosh, executive director of the California State Association of Counties.
To Buy or Not
Once a budget is signed, state finance officials will decide on the kind of short-term debt the state will need to sell to raise money for cash-flow purposes.
Until then, plans for selling either revenue anticipation notes or revenue anticipation warrants are on hold, said State Treasurer Bill Lockyer.
Nevertheless, the budget deal came just in time, Lockyer told Reuters, and he sees lawmakers endorsing it. “Most of them understand we’re getting real close to the edge of the cliff here and we’d better wrap it up quickly.â€
Standard & Poor’s analyst Gabriel Petek said the deal averted a certain downgrade next month by his rating agency, which has the state’s general obligation debt at A and CreditWatch with negative implications. “That was the trajectory it was on,†Petek said.
Investment analysts were split over the budget agreement and whether to buy California’s existing or new debt.
Dick Larkin, director of credit rating analysis at Herbert J. Sims Co Inc, said he suspects the agreement will end up deferring hard decisions about the state’s finances and a budget deficit will reemerge. “This is a pretty crappy budget to try to make the case to borrow billions of dollars over the next three months,†Larkin said.
Tom Tarabicos, a financial adviser at Wells Fargo Financial Advisors, said the deal failed to sway him from his dim view of California’s finances and their effect on the state’s bonds.
“This appears to me to be just a short-term reprieve,†Tarabicos said. “We’re going to maintain our distance.â€
By contrast, Ken Naehu, head of fixed income at Bel Air Investment Advisors in Los Angeles, said the agreement should end speculation over whether California would not make payments on its debt service to bondholders.
Naehu said debt service payments were never in doubt as they are the state’s No. 2 payment priority as required by law and because the state’s revenues, albeit weak compared with a year earlier, were strong enough to support them.
“Why in the world would you cut your arm off and not make debt service payment when it’s such a small part of the budget?†Naehu said.

Arab Americans are a Political and Economic Powerhouse
By Access
A recent report published by the Immigration Policy Center has determined that immigrants, including Arab Americans, not only wield sizable political power in Michigan, but are also an integral part of the state’s economy and tax base. As workers, taxpayers, consumers, and entrepreneurs, immigrants and their children are an economic powerhouse and as voters, they are a potent political force.
As Michigan’s economy begins to recover, immigrants and their children will continue to play a key role in the shaping and growing the economic and political landscape of the Great Lakes State.
“Immigrants have always been vital to Michigan’s economy and society,†said Nadia Tonova, Advocacy and Policy Supervisor at ACCESS. “The IPC’s report confirms that Michigan still benefits tremendously from the contributions of immigrants and their families. We are all enriched, culturally and materially, by immigrants.â€
Highlights of the report include:
- Immigrants make up more than 6% of Michigan’s total population (roughly equal to the total population of Boston, MA) and nearly half of them are naturalized citizens who are eligible to vote.
- Arab Americans accounted for $7.7 billion in total earnings in the four counties of the Detroit metropolitan area, generating an estimated $544 million in state tax revenue and supporting an estimated 141,541 jobs.

Mosque opposed in Town of Niagara
TOWN OF NIAGARA, NY–The Islamic Cultural Center of Niagar Falls has sought permission from the town to construct a new mosque. The group wants to convert the old Credit Union building in order to meet the needs of the area’s growing Muslim population.
Earlier requests were already denied by the Planning Board. They have now been placed before the Town’s Board.
Town of Niagara allows places of worship only in residential zones and only with a special use permit. The property also would need a zoning variance because it does not have the proper amount of road frontage required.
A public hearing would need to be held prior to the property’s rezoning. However, town officials delayed scheduling one until the other concerns are addressed and worked out.
Walmart rehires Muslim employee
ST.PAUL, MN–A Muslim employee at Walmart fired for praying in the workplace premises has now been re-hired.
Abdi Abdi was fired in February from the Wal-Mart in Woodbury where he worked as a stocker and loader. The Minnesota chapter of the Council on American-Islamic Relations says a new supervisor fired him after instituting a ban on prayers during work breaks, even though a previous supervisor allowed him to do so.
The St. Paul-based Islamic rights group says Abdi was rehired at a St. Paul store that’s closer to his home. The group says he will be allowed to pray during breaks.
A spokeswoman for the Bentonville, Ark.-based retailer tells the Star Tribune that the company is “glad everyone came together to resolve the issue on a positive note.â€
Madison mosque public hearing postponed to August 3
MADISON, MS– A public hearing on the construction of a mosque has been rescheduled for August 3rd in Madison, Mississipi. Roger Williams, an attorney representing the Mississippi Muslim Association in Jackson, asked the Madison County board of supervisors for a continuance of the hearing on June 7, saying the group needs more time to lay out plans for a sewer system for the property on U.S. 51.
“We thought we had reached an understanding with the city of Madison to provide sewer service to the property, because we thought it was located in the city’s certificated area,†he said.
“But last Thursday, we learned that the property was not in the city’s certificated area.†As defined by the Mississippi Public Service Commission, a certificated area is an area where the certificate holder cannot legally deny water and sewer service.
Now Williams said the group plans to install a private sewer system akin to a septic tank. “We felt it would be inappropriate to go to the board without all the information.â€
Muslim charter school sues Minnesota
ST. PAUL, MN–The Tarek Bin Ziyad Academy has sued the state of Minnesota for unfairly fining it $1.4 million. In its recent complaint in Ramsey County Court, the Academy claims the Minnesota Department of Education fined it for violating teacher licensure law, but refused to provide enough documentation for the school to appeal. It claims the state made “a purposeful and calculated resistance†in withholding the files.
The academy was sued earlier this year by the ACLU which claimed which claimed the school was sponsored by Islamic Relief USA and was unconstitutionally receiving taxpayers’ money.
The ACLU claimed TIZA permitted and promoted Islamic prayer and rituals in school, in violation of Minnesota Charter School Law.
In June, TIZA appealed the Minnesota Department of Education’s “final determination letter regarding certain allegations of teacher licensure law violations,†which led to the $1.4 million fine.

Hillcroft to be “Gandhi Avenue
Efforts are underway, by the India Culture Center, to change the name of Hillcroft between Highway 59 and Westpark to “Gandhi Avenue†before October 02, 2009, which is the birthday of Mahatma Gandhi and the International Non-Violence Day. Some are in favor, while others are not.
Those who favor it, say that Houston is an international city and this diversity should be reflected in the names of the various streets of Houston. Also as Gandhi’s name is associated with Non-Violence, that will help to restrain crime and ferocity in the area.
Since Hillcroft, between Highway 59 and Westpark, has many international shops and restaurants from South Asia, those in favor of the change in name are saying that this section of roadway qualifies for the new name, which can be either Mahatma Gandhi Street or Gandhi Avenue.
There are others, who say that since majority of businesses are South Asian, it will be proper, if both Indian and Pakistani personality names are part of the new name for Hillcroft, like Gandhi-Jinnah Avenue.
Houston City Council Person M. J. Khan is favoring the change saying if majority of the people of the area want the name to be altered, then it should be changed.
However there are others, who feel that this same area has famous businesses belonging to Spanish, Guatemalan, Arab and Persian Communities: As such they feel that if there is need to change the name, it should be all inclusive.

Did Abbas, Dahlan Conspire to Murder Arafat?
By Khalid Amayreh in the West Bank
In an impromptu news conference in the Jordanian capital, Amman, on 12 July, Fatah Secretary-General Farouk Kaddumi revealed that Palestinian Authority (PA) leader Mahmoud Abbas and former Gaza strongman Muhammed Dahlan conspired to murder Yasser Arafat in connivance with Israel and the Central Intelligence Agency (CIA).
Kaddumi disclosed that Arafat had confided to him the transcript of a secret meeting involving Abbas, Dahlan , US intelligence officials as well as former Israeli Prime Minister Ariel Sharon. The meeting allegedly took place in March 22, 2004.
According to the document, whose authenticity couldn’t be verified independently, Sharon told Abbas and Dahlan during the meeting that Arafat should be killed by way of poisoning.
The transcript showed that Abbas protested, saying that murdering Arafat could complicate things and cause serious difficulties.
The Arabic version of the transcript showed Sharon saying the following to Abbas and Dahlan: ‘To start with, we should kill all the military and political leaders of Hamas, Jihad, al-Aqsa Brigades and the Popular Front in order to create chaos within their ranks which would make it easier for you to finish them off.’
Sharon then allegedly responded to a suggestion by Dahlan to first abide by a ‘period of calm’ by saying:
‘As long as Arafat is still sitting in the Muqata’a in Ramallah, you will definitely fail, because this cunning fox will surprise you all, as he has done in the past, because he knows exactly what you want to do and he will work to make it fail.’
Sharon then added the following: ‘The first step therefore should be to poison Arafat and to kill him. I don’t want to send him into exile unless there are guarantees from the country that will take him to place him under house arrest…’
Later on in the transcript, Sharon allegedly mentions the names of senior Hamas and Islamic Jihad leaders to be assassinated, including Abdel Aziz Rantisi, who was murdered by Israel on April 17, 2004.
The document presented by Kaddumi doesn’t spell out the ultimate Israeli-American goal behind the liquidation of Arafat and the top leaders of the resistance. However, it is probably safe to deduce that endgame envisaged behind the alleged conspiracy was the creation of a collaborationist Palestinian regime whose central mission and raison d’etre would be to bully the Palestinian masses into accepting a “peace deal†with Israel that would allow the latter to impose its will and conditions on the Palestinians.
Kaddumi is an important figure in Fatah, and it is difficult to dismiss his revelations as hallucinations as his opponents have done.
Nonetheless, it is hard to indict Abbas based on these revelations. However, it is also difficult to grant him a certificate of innocence, because Abbas is not beyond suspicion and is certainly not an impeccable figure.
I remember I spoke with Sakhr Habash, a close confidante of Yasser Arafat, two days before the latter’s death, who told me that he was 100% sure that “they killed him.â€
I pressed him to identify the killers, the people he was referring to. He said “you know them, these people around him, the agents of Israel .â€
Dahlan
While one is prompted to speak cautiously about Abbas’s alleged role in poisoning Arafat, that is if indeed the late Palestinian leader died of poisoning, one feels freer and more confident to speak about Dahlan’s not-so-secret treacherous dealings with the Israelis and the Americans.
A few years ago, I remember I listened to a secret audio-taped briefing by Dahlan to some of his supporters at the al-Hurriya Radio in Gaza.
In the briefing, Dahlan was heard swearing to make Hamas regret the day it decided to take part in the elections of 2006.
“I will make them eat..expletive.., and if any Fatah guy dares participate in the Hamas government, I will know how to deal with him.â€
Dahlan made more horrifying remarks which one would prefer not mentioning because of their poor taste.
In 2008, the American magazine “Vanity Fair†published an extensive investigative report titled “How the Bush Administration Lied to Congress and Armed Fatah to Provoke Palestinian Civil War Aiming to overthrow Hamas.â€
The report pointed out that the White House tried to organize the armed overthrow of the Hamas-led government after the Islamic liberation group swept Palestinian elections in 2006.
Obviously, Dahlan was the would-be coup leader whose job was to destroy Hamas, arrest or kill its leaders in collaboration with Israel.
According to the report, the Bush administration lied to Congress and boosted military support for Fatah in the aim of provoking a Palestinian civil war they thought Hamas would lose.
Vanity Fair dubbed the episode “Iran Contra 2â€-a reference to the Reagan administration’s funding of the Nicaraguan Contras by covertly selling arms to Iran.
David Wurmser, a Bush administration official, was quoted in the report as saying that he believed that “Hamas’s seizure of power in Gaza last year might have likely been a preemptive measure against the anticipated US-backed coup.â€
In light, there is overwhelming evidence that Dahlan brazenly collaborated with the Israeli and American intelligence services against his own people just as it is amply clear that the current regime in Ramallah is collaborating, coordinating and conspiring with Israel to liquidate the resistance in the West Bank.
True, Abbas might argue that he played no part in plotting to murder Yasser Arafat. However, he and his regime in Ramallah can’t deny the fact that their security agencies, now trained and armed under the supervision of the American intelligence officer Keith Dayton, have been closely collaborating with Israel for the purpose of eradicating all resistance activists in the West Bank.
Indeed, the recent killings in Qalqilya recently was a damning proof, if a proof were needed, that the PA regime is just another layer of the Israeli occupation.
This, coupled with the unmitigated inquisition of hounding, repression, arrest, dismissal from jobs, seizure and closure of institutions as well as the rampancy of torture which in many instances lead to cruel death demonstrates that the PA is working in concert with Israel to harm and undermine national Palestinian interests.
This alone, and irrespective of who poisoned Arafat, is sufficient to indict the present leadership in Ramallah for collaboration with Israel and treason.

The CIOGC Trip to the Illinois Capitol: The Senate Floor
By Siddiq Ather
This day I was blessed and allowed the privilege of shadowing a senator and being a page on Muslim Action Day. It was a very enlightening experience, following the process through which laws are made. The senators behaved very amiable and openly explaining and explicating on the sides of the bills being voted and discussed on. The event resulted in many beneficial dialogues on issues such as gambling and the original topics previously arranged as well as new issues that happened to fall on the senate floor. It was also interesting to observe the way bills would be voted on , not by one group of voters democrats another group republican, but a mixture of republicans and democrats on either side. Certain caucuses and groups of senators united under specific bills they all supported or opposed, and at times unanimous votes occurred on certain bills.
At times there were lulls while at other times opposing sides, the support and opposition of a bill, would rise and debate going into further detail on each other’s positions and analyzing them for faults and problems. One point to note is that this is only half a senator’s job; the other half is when the senator is in his district office dealing with issues relating specifically to his/her district, so they have to address issues both when they are in the senatorial hall as well as in when those that concern their individual districts. One thing that astounded me was the relaxed manner in which some senators talked with journalists, even when it wasn’t “off the recordâ€. All in all it was a great day, but as time passes I hope the event becomes even more strategically organized, gathered, and implemented.
In retrospect, today was a day when the Muslim community seized and acted upon its democratic responsibility of letting its voice be heard by its representatives; they showed what community wants and doesn’t want. Instead of being immured in homes and community centers, the voice of the ummah of Illinois came out into the open and became manifest to those chosen to represent us in our state congress. Although to some the “voice’ of the ummah was not as complex and powerful as they had imagined, one must consider that, like the first words of growing child, this event, this action that is more powerful than any word is a symbol of progress and growth. We must remember that all praise is due to Allah, and he is the one who has all control; similarly, we must remember that He is also the answerer of supplication. We should make supplication that the voice of the ummah in Illinois, in America, and around the world became more powerful.

IFANCA responds to rumors about halal certification at Cargill/Better Beef Plant
By Ayub Khan, MMNS
CHICAGO, IL— In response to rumors circulating in USA, Canada as well as on the internet, the Islamic Food and Nutrition Council of America [IFANCA] has issued a statement assuring halal consumers and retailers that all its certified products meet the strictest of Halal criteria and can be consumed without any doubt.
“IFANCA’s procedures have been approved by a team of Islamic scholars and scientists who have developed a very stringent & independently verifiable halal authentication system, in all of its certified plants including Cargill’s Better Beef Plant. IFANCA’s slaughter methods are as close as practically possible to the traditional Islamic method of slaughter, where at least three out of four vessels are precisely cut, while also meeting the Canadian food safety requirements.
All cattle are slaughtered by specially trained Muslim slaughter men, who are supervised by IFANCA inspectors, the statement reads.
The press release states that the claims by a group which say that the IFANCA approved animal slaughter method do not meet the Islamic criteria are untrue.
The group in a blog posting suggests that the vertical method of cut during the animal slaughter does not meet the Islamic criteria and that it goes against the scholarly consensus.
To the above allegation IFANCA replied, “First the cut at the Cargill/Better Beef plant is not vertical cut. It is modified horizontal cut. Secondly, The claim about the jurists being unanimous is baseless. There are several methods of slaughtering animals, generally practiced being cutting the throat to sever four (4) passages, trachea, esophagus, jugular veins and carotid arteries. There is disagreement among the scholars even with the required number of openings to be cut. According to Imam Abu Hanifa all four are required to be cut. (Badai Al Sanaih, 6/41). According to his student Imam Abu Yusuf only one of the two jugular veins are required to be cut besides that of throat and windpipe. (ibid). According to other scholars only cutting of the throat and windpipe is enough. (Sharh Muhazzab, 9/84). According to Imam Malik the windpipe and the two jugular veins are required to be cut in order for the animal to be halal. (Sharh Al Sagheer, 2/154). According to another reference, the Hanafi School’s ruling is that at least three of the four openings should be cut. (Nasab ul Raya, 4/185-86). [This requirement of cutting at least three passages as well as complete draining of blood are met at the Cargill/Better Beef plant].â€
“ The slaughter men trained by IFANCA are especially instructed in cutting the required number of openings leaving no doubt about this method of halal slaughter. Hence Cargill/Better Beef is halal and zabiha, as has been certified for over 10 years by the Islamic Food and Nutrition Council of America,†the statement reads.

Violent Jihadi Imagery
By Geoffrey Cook, MMNS
Your author has been commissioned to write a chapter on Violent Jihadi websites for a book on security in South Asia. He gave his initial findings at a conference in Central Florida early last April out of which came an offer to put it on the web, and, also, to expand it into a chapter. Your scribe shall be presenting his further findings at a meeting in the upper Midwest this coming October. After that time, he shall be glad to send on the full exercise to anyone who will e-mail me a request via the Muslim Observer where I shall be publishing a series of journalistic articles based on the research over the next several months.
I was sent a remarkable semi-confidential website study entitled The Islamic Imagery Project published (“pastedâ€) by an academic Committee of the Combating Terrorism Center within the Social Science Department at West Point in March 2006. The document is an e-book, and as a student of such things, there are assumptions that are questionable within while, at the same time, the report is quite enlightening.
The Obama Administration is questioning the purpose and tactics of the struggle in the Middle East and South Asia with what we vulgarly term “terrorism.†The study of this document can be of value in creating new, more effective approaches in confronting the irregular clashes that often target civilians. On March 12 2009 Aljazeera and the British Broadcasting Corporation (BBC) reported that the new government in Washington had decided to drop the designations of the “War on Terror†and “enemy combatant.†Vocabulary can tell us much on how this struggle is changing, and on how counter-terrorism (i.e., counter-insurgency) should and /or could be waged more effectively.
Information on the modern imagery of politically violent radical Islamic groups – especially as it appears on “Jihadi†websites — is imperfect. Those conversant in Arabic know that Jihad mostly translates as a spiritual struggle within. Thus, in correct parlance a Jihadist is one who is in spiritual struggle to find an inner “Truth,†but in Wahhabi Islam, which was born and nurtured in Saudi Arabia, and spread to become a foundation to fight against the Colonial powers in the Nineteenth, Twentieth and now in the Twenty-first Centuries, Jihad has become a physical struggle. Today it fiercely fights against (Western) Post-Modernism (as it opposes the majority of other diverse forms of Islam). Therefore, Jihad, also, denotes in this context to resist against the “kafir,†or non- Muslims, in contemporary radical Islam. The “non-Muslim†is too often considered by them as “hetero-orthodox†Islam — such as the Shiites — as well.
On the other hand, in Shiite and increasingly in modern Sunni Islam, the closely related concept of Itijihad is gaining parlance. Since September 11, 2001, Islam has been grossly misunderstood, and it is the duty to change this through Itijihad as the junior Pakistani academic Rana Eijaz Ahmad argues. Itijihad is a non-violent struggle of enlightenment.
These violent Jihadi organizations have had a brief – so far — but prolific history in the production and distribution of visual “propaganda†as the Committee, who created The Islamic Imagery Project, oversimplifies these images The web masters have created their own distinct genre of Internet-based Islamist imagery. The understanding of this sort of embedded iconography is at an early stage; and, thus, there is much to be done by the practioneers of various disciplines. Within this particular study, the visual “propaganda†(i.e., visual “speechâ€) is more than textual messages; rather, the visual communicates explicitly, as the written word does. The radical Jihadi imagery has become a prime vehicle for communications and the essential tool for the diffusion of Jihadist ideals to diverse scattered cells – not only in South Asia – but throughout the world, but the modern violent Jihadi Movement had arisen in Afghanistan and now, also, resolutely resides in the Northwest Provinces of Pakistan, but, also, has spread worldwide operating in secretive detached cells much as the classic Communist did during the Second World War where one cell may not be aware of the make-up or placement of an adjacent grouping making it hard for the counter-terrorist (anti-insurgents) to break the structures up, thereby, to destroy the resistance.
In future essays we shall observe how select pictures keep and break Islamic injunction using both Islamic and Western sources.
